With that syntax, it's an invitation to enter a stove named Fully clothed which is a public place.
Curiously, the Spanish sign has a smiley face named Tom after Gracias, but there is no such symbol in the English sign. Also, apparently wearing a tank top means you're fully clothed and leads to having a smile on one's face.
